The Lagos State Government has launched its maiden Needs Assessment Project for all public primary schools, a landmark step towards evidence-based reform in the state’s basic education sector.
The initiative, driven by the Lagos State Universal Basic Education Board (LASUBEB), was unveiled on Thursday, September 4, 2025, during a stakeholders’ engagement session in Lagos.

Welcoming participants, LASUBEB Board Member Owolabi Jamiu Falana described the project as a turning point in strengthening the foundation of education in Lagos. He revealed that it will cover 1,238 public primary schools, vocational centres, inclusive units, and Local Government Education Authorities (LGEAs) across the state.
Delivering the keynote address on behalf of the Deputy Chief of Staff, the Executive Assistant to the Governor on Project Implementation and Monitoring, Mr. Olusegun Sanwo-Olu, emphasized the state’s unwavering commitment to human capital development.
“This project is about clarity and intentionality,” he said. “By understanding the realities in our schools, we are laying a solid foundation for smart planning, equitable resource allocation, and sustainable reforms. It is a bold step that will improve the quality of teaching, enhance learning outcomes, and prepare Lagos children to thrive in this fast-changing world.”
In his remarks, LASUBEB Chairman, Dr. Hakeem Shittu, hailed the exercise as a maiden edition of a continuous project aimed at long-term transformation of Lagos schools.

“This is only the beginning. It will be sustained to ensure our schools, teachers, and learners are never left behind,” he assured.
Dr. Shittu highlighted the project’s expected impact, including safer classrooms, upgraded facilities, empowered teachers, and better learning outcomes for pupils. He stressed that the exercise goes beyond identifying gaps, as it will generate practical solutions to improve the learning environment, teachers’ welfare, and administrative efficiency.
Acknowledging the dedication of teachers, administrators, and Local Government Education Authorities, Dr. Shittu reaffirmed LASUBEB’s collaboration with the Project Implementation and Monitoring Unit (PIMU) to ensure credible data collection and effective implementation.
He further called on parents, teachers, and community leaders to support the initiative.
“The success of this project depends on our collective effort. Together, we can build a school system that empowers our children with the skills, knowledge, and confidence they need to compete globally,” he said.
