In a bold move to transform Nigeria’s basic education landscape, the Universal Basic Education Commission (UBEC) has unveiled a comprehensive three-year strategic roadmap tagged the “UBEC 2025–2027 Strategic Blueprint.”
The plan was launched during a high-level, two-day management retreat in Uyo, Akwa Ibom State.
The retreat, according to a statement by UBEC’s public relations officer, Mr. David Apeh, was convened under the leadership of UBEC Executive Secretary, Aisha Garba, and brought together senior officials including directors, deputy directors, assistant directors, and chief education officers from UBEC’s national, zonal, and state offices.
The primary goal of the retreat was to align all key personnel on the implementation strategy of the new blueprint, refine the commission’s plan of action, and establish strong measures for monitoring and evaluation (M&E) across all operational levels.
“We must review our team structures and internal processes to strengthen institutional effectiveness and reaffirm UBEC’s collective commitment to delivering quality basic education nationwide,” Aisha Garba stated during her address. She highlighted the urgency for deeper collaboration, both internally and with relevant educational Ministries, Departments, and Agencies (MDAs), to achieve national education goals.
A core aspect of the blueprint involves empowering states to develop context-specific work plans that are aligned with national priorities, a move Garba emphasized as essential for driving inclusive educational reform.
Participants at the retreat also collaboratively reviewed UBEC’s revised organizational structure—redesigned with support from KPMG—to better position the Commission for optimal performance.
The event featured capacity-building sessions led by experts from Solina, KPMG, and Lagos Business School, focusing on team leadership, performance management, and conflict resolution. These sessions were designed to equip UBEC leadership with key skills needed for efficient and accountable service delivery.
By the end of the retreat, UBEC management staff reaffirmed their commitment to translating the blueprint’s strategies into tangible, measurable actions that would strengthen the basic education system and significantly improve learning outcomes for Nigerian children.
