Top up programmes started as a result of the discrimination against Higher National Diploma (HND) holders. To address the issue, the National Assembly in 2021, passed the “Bill for an Act to abolish and prohibit dichotomy and discrimination between degree and HND holders in the same profession for the purpose of employment, and for related matters.
However, the former president did not assent to the bill. The National Board for Technical Education (NBTE) then introduced a one-year-top-up programme to convert HND certificates to Bachelor’s degree on August 14, 2021. Here is a list of Nigeria Universities offering top up programmes.

Several of these universities have established study centres across the country to enhance accessibility, and more institutions are beginning to adopt this approach. It is better to run the top-up programme in Nigerian universities than the study centre of some of the foreign universities whose authenticity is doubtful.
Opting for the top-up programme at Nigerian universities is preferable to enrolling in the study centres of certain foreign universities, whose legitimacy may be questionable.
